MARINA DE GABOURI NOUVEAU PROPOSAL
Mutual Aid Society of America, Inc., a KY non-profit corporation (MASA), has submitted to EPA an application for a $300,000 grant with which to complete the design of three ships and the shipyard in which to build them. The shipyard will require a slack water harbor in which to launch and complete the ships. This proposal relates to the construction of a slack water harbor sufficient for both the needs of the shipyard as well as a small boat marina with a launching ramp, to be built in Ste. Genevieve, Missouri. There is property within the flood plane riverside of Main Street from the Ferry Landing to and including the Marina De Gabouri, along Marina Drive, which if made available, would be ideal for the slack harbor and associated upland improvements. MASA has under preparation an application for a grant from the U. S. Maritime Administration for the construction of the shipyard and the first of the three ships, namely the Carp Avenger. The grant announcement declines to fund land purchase, dredging, bulkheads, pier work and pilings. The grant also requires twenty-five percent matching funds which, without a waiver, would need to be applied to the project ahead of the Federal funds. The MASA grant application will be for 2.9 million, divided into 1.1 million for the shipyard and 1.8 million for the Carp Avenger. The balance of the cost of the marina and infrastructure would be in the range of 2.5 to 4.3 million dollars. The latter funds could be sourced from the sale of tax increment bonds, loans and grants from state and federal agencies, and such private equity as can be attracted. The Mania De Gabouri Nouveau project would create a new marina with the potential for small water craft slips; a boat launching ramp and parking; lots for marine related businesses; the shipyard; a public park and recreation site; and a quality fish restaurant and market next to the Ferry Landing. The project could be cast in the nature of a Planned Urban Development which would accommodate the various different uses. The property would be held in a land trust administered by MASA during the project development and initial sale fee title to the individual lots. When the project becomes self-sufficient and all debts are paid, title to the common area would be vested in a 501.c.4 owner's association. Title to the lots would be held by the lot owners. The park and recreational lands would be owned by the City of Ste. Genevieve, which would have a representative on the governing board of the owner's association. The common area would be owned in common and assessments would pay for the maintenance and reserves. The Mania De Gabouri Nouveau would be the “front yard” for the city and attract much public activity as well as private boating and fishing. The businesses would be sources of employment and will contribute to the payment of the tax increment bonds. The economic wave created by the marina will help most of the business in the city and many in the county. The deadline for the U.S. Maritime Administration application is June 14, 2011. While it is doubtful much of the financing can be put on place by then, sufficient assurances by way of resolution passed by the Aldermen would assure USMA of the City's intent to complete the financing in due course. Further, should MASA be awarded the EPA grant, that sum could count toward the required matching funds. USMA has the authority to scale-back and even waive the matching fund requirements. MASA has a small team of professionals, which continues to grow, for the development of the shipyard. This same team would be given an expanded scope of work, should the City join with MASA and others in developing the marina. We have made contact with HDR, Inc., for the fish biology component and the civil engineering component. We also have a source of fish marketing and sales planning under development. The development work will be undertaken under the direction of MASA and its team to the point where there are foundations on which buildings can be built. Since all of the buildings will be in the flood plane, MASA has a design criteria which provides for the buildings to float on large pontoons should the river rise above the surface of the grounds. Thus the threat of damage to the buildings from floods will be nil. The balance of the grounds will consist of pavement, landscaping and open space. A study of the solution is attached. The new marina will extend to and include the reach of water from the river to the boat ramp of Marina De Goulari with access from Marina Drive. This reach will be widened for the main access to and from the river. Further the creek/storm channel will be routed to this reach. The flow from this waterway will help prevent the intrusion of silt into the harbor entrance. Such silt as may come into the harbor entrance can be swept back into the river using the propellers of the azimuth pods of the Carp Avenger. The shipyard will be owned by Carp Catchers Cooperative, L3C LLC, a Missouri limited liability company (Sec./State # LC1138993, EIN 90-0711829) (CCC). This entity will be taxed as a business partnership and will be owned and managed by the owner/workers. MASA will also sponsor the creation of another LLC for the restaurant operation, the Silverfin Restaurant and Fish Market. The mission of MASA is: The mission of Mutual Aid Society of America, Inc. is to create the designs, specifications and working drawings of ships to commercially harvest Asian carp. The three ships to be built will produce food, feed, and fuel from the biomass of Asian Carp harvested from the national rivers and lakes. Asian Carp (Big Head and Silver) are species of carp which have devastated the native fish population of our major mid-American rivers, lakes and tributaries. Carp eat the bottom end of the food chain – the zooplankton and phytoplankton which normally support the higher side of the food chain critical to the native fishes of our nation. This rampant invasion now threatens to migrate from the Mississippi River basin national waters into the vast Great Lakes and into Canadian waters.

Our methods of harvest are highly selective and enable us to sort out and immediately return game and other non-trash fish to the water. This process harvests carp for the food value in the form of fillets of white, tasty meat, and processed white meat (fish sticks, etc.). The remainder of the carp and trimmings are ground, boiled and the oil removed for further processing into Omega III health food supplements and biodiesel. The fish meal is highly nutritious fish meal for animal feed, and plant food when mixed with compost.

Our goal is to greatly reduce the carp population from the infested waters and thereby to lessen the threat of migration from the Mississippi River Basin to the Great Lakes. The catching and processing of the carp will thereby allow the native fish to repopulate their species in a sustainable environment. Nothing goes to waste or pollutes the waters. by reducing the present ratio of 20:1 carp to native fish to less than 1:1, the threat to the Great Lakes will be greatly diminished and will provide the means for the native fish to stage a come-back. The survival of the native fish will be greatly enhanced and the population of the Asian carp will substantially lessen the threat of invasion into the Great Lakes and Canadian waters. Our ships will move along the rivers, using the biodiesel we make from the fish oil. We will provide jobs, food, feed, education, and cash flow to the local economies along the rivers.

The combined shipyard and marina project will evolve from this early beginning as more thought is given to the design and its implementation.
