Re: Protest of award of grants for Category 1.B.2 under EPA GLNPO-2011-IS Dear Mr. Williams: I and MASA protest the awards announced for two of the five selected projects under Category I.B.2 of the above FOA. The awards were recently announced by EPA administration for: In the Second Supplemental and in the Third Supplemental brief, I had requested you exercise your authority to delay the awards to any of the apparently successful grant applications in Category I.B.2 of the above FOA. I have not been given notice whether you did exercise that authority or withheld its exercise. Of the 1.5 million available to the I.B.2 category, there apparently remains un-awarded, $1,013,171. I again request you exercise your discretion to put a hold on any futher awards under Category I.B.2, so as not to exhaust the allocation until after you make your decision on the pending protest. The reasoning is set forth in the Second and Third Supplemental Briefs previously filed and the supporting documents. Of all of the invasive species in or threatening to invade the Great Lakes, the Asian carp invasion poses the greatest, long term threat, which if it occurs will prove impossible to eradicate.
